About the Delaware County Prevention Council (DCPC)
History
What began as an effort by concerned parents in 1986 has evolved into one of the largest local coordinating councils in the State of Indiana.
Each year DCPC awards grants in the areas of: Prevention/Education, Intervention/Treatment, and Justice/Law Enforcement. These grants are awarded to local agencies that submit applications for projects that adhere to the problem statements listed in our annual Comprehensive Community Plan on substance misuse.
DCPC has a board of directors consisting of 35 members, within this board is the Executive Board which consists of:

As of now, DCPC has three standing task forces: prevention, treatment, and law enforcement. There are also several other committees including a Grant Review Committee, Red Ribbon Committee, and Ad Hoc Committees as needed.
DCPC is designated as a 501c(3) not-for-profit agency with by-laws in place. We are provided with a community consultant by the Governor’s Commission for a Drug Free Indiana, who assist in our ongoing activities. As the designated local coordinating council for Delaware County, we are part of the statewide network of the Governor’s Commission for a Drug Free Indiana and the Indiana Criminal Justice Institute.

As community partners we plan, support, and coordinate efforts to reduce and prevent substance abuse amongst individuals living within Delaware County, Indiana.
DCPC is a part of the statewide network of the Governor’s Commission for a Drug-Free Indiana and the Indiana Criminal Justice Institute (ICJI) as the designated Local Coordinating Council (LCC) for Delaware County.
Partners in Prevention
The DCPC is comprised of concerned citizens who partner against substance misuse. Our partners represent the following sectors: youth (up to the age of 18), parents, businesses, media, schools, youth serving organizations, law enforcement, religious/fraternal organizations, civic/volunteer groups, healthcare professionals, state/local/tribe governmental agencies, as well as other organizations involved in reducing substance misuse.
Staff
Executive Director - Jenifer LaVelle
Jenifer LaVelle is a grant-writer, program creator, and public relations professional who works tirelessly to bring resources for the benefits of the communities she works and lives in. Jenifer spent 15 years working to help the Yorktown Public Library become the community resource first envisioned when her mother and grandmother started a volunteer-run, two-room library more than two decades ago.
Jenifer has brought in funds and contributions from local community organizations and businesses since she started her career. She has also secured funds from world-wide funding sources in her community. She works hard because she believes that access to quality programs should be available to everyone.
Jenifer took over as Executive Director of the Delaware County Prevention Council in May 2019. She has worked to create strong relationships with law enforcement, treatment, and other prevention providers to help reach the council’s mission to reduce and prevent substance abuse among youth and adults in our county.
Jenifer is a Muncie local, graduating from Yorktown High School and Ball State University. Her education background in psychology, social work, adult education, and Executive development provide the foundation for her professional passions.
Jenifer enjoys spending time her three daughters (Isabel, Ella, and Grace) and her beloved cats (Joey, Finn, and Henry). Heoldest daughter, Isabel, is a 6th grade teacher at Elwood Intermediate School. Ella and Grace are twins who attend Yorktown High School. Both Ella and Grace also play volleyball for their school as well as for Munciana Volleyball.
Jenifer looks forward to helping her community about avoiding substance misuse.
Administrative Assistant/Program Coordinator - Reagan Reece
Reagan Reece has been adedicated member of the Delaware County Prevention Council team since 2022, serving as both Program Coordinator and Administrative Assistant. In these roles, Reagan helps ensure programs run smoothly behind the scenes while also coordinating initiatives that directly impact the community. She plays an active role in supporting the PRIDE Team and assists in organizing the annual Red Ribbon Breakfast, helping bring people together around the shared mission of prevention and awareness.
Reagan’s commitment to prevention work is deeply personal. Having grown up with a parent who struggled with substance misuse disorder, she understands firsthand the far-reaching effects it can have on individuals and families. That experience fuels her passion for speaking the message that a life free from substance misuse or dependence is not only possible, but far healthier and happier. She brings empathy, authenticity, and detemination to everything she does, working each day to support individuals and strengthen families throughout the community.
Outside of work, Reagan’s heart belongs to her family. She and her partner are raising two wonderful children, Callum and Orion, as well as two dogs and an axolotl. Reagan treasures time with her family and carries that same sense of care and dedication into her professional life, striving to help build a safer, healthier future for all families.
PRIDE Team Coach - Abby Friend
Abby Friend is a junior at Ball State University, where she is majoring in Speech Language Pathology, She is highly active in her community and dedicated much of her time outside of school to mentoring and coaching young students. Abby serves as a coach for the PRIDE Team, leads a dance team at Cole Academy, and coaches cheer at Delta Middle School.
A former four-year PRIDE student herself, Abby understands firsthand the positive impact the program can have. She is passionate about giving back and loves sharing her enthusiasm and experience with the next generation of students. Through her leadership, Abby inspiresconfidence, teamwork, and school spirit in every group she works with.
